Please help Johns moms... daughters are keeping her disability checks?

My friends mom is paralized from the chest down He brought her to live with him durning the week of Thanksgiving. After hearing that his sister was neglecting her. Her income is 1600.00 per month He is also living on a disability check of 550.00 a month. His sister has his mothers power of attorney and allowed the elder sister{main caregiver]to use his moms money as she saw fit.She lost her trailer.and has to move in with her ex husband..his sister who had her is burnt out.and doesnt want to take care of her .He asked for 600.00 for living expenses for his mother to stay at his house for five weeks. The sister has refused to give her mom any money. His mother is afraid to say anything out of fear and retaliation from her later on.How can he get the 600 he needs for food, and dental for his mom?Does he have anyway to force them to give up the money? They told him to take her back to them..He wants to keep her safe and secure in his home He just cant afford it alone. What can he do

Sounds like it is time to get the courts involved or maybe the (mom) can change over the power of attorney but I think either way these are all legal issues. It would be better to do everything legally and documented so that the best interest of the mother is taken care of without the drama that can be brought on by family once it is decided legally then it can be enforced. Hope it all works out in the best interest of all involved especially the (mom)
